While terming Nursing, as a noble profession, Mrs Singh called upon the Nurses to be selfless and devoted to their profession, besides being a good and compassionate human being. She further requested the Department of Health services to look into the grievances and problems of nurses and provide them basic facilities by creating conducive environment to work for long hours with patients.

Earlier, delivering the keynote address, President TNAI, Mumbai Arvind Kulkarni stated that in the today’s scenario, Nursing has evolved into a Professional oriented service with advancement in Nursing research and practices. Nursing today has finally been given its due place as a fully professional course from policymakers and people adding that, Nursing care role as a backbone and forefront of healthcare delivery has been accepted and recognized. It’s a good career option for students, today in view of its professional status in present context, Kulkarni added. The TNAI, Mumbai President informed that Govt of India, Ministry of Health Services recognizing the role of Nursing care has allocated adequate budgetary provision to strengthen and upgrade Nursing sector and to address shortage of Nursing staff. GoI has also given stress to improve Nursing standard, he added. Adequate fund provision has been provided by GoI to address the acute shortage of Nurses in the country by increasing the number of seats in Nursing Institutes.
Further, Govt. of India has planned to open 132 ANM schools and more than 100 GNM schools in various districts of the country where there is no Nursing Schools. 6 Regional colleges of Nursing is also to be established and the existing Nursing Colleges to be strengthened and upgraded. The TNAI, Mumbai President also put forward for improved nursing infrastructure, creating of Nursing Officer post for Nursing Cell at DHS, College of Nursing for facilitating graduation for serving nurses, State Nursing Council.

Villagers hold up SSB personnel
ITANAGAR, July 25: When the people of the state are agitating seeking justice for the kins of the Late Jumchi (Tachi) Nguso, another alleged incident of rape and murder come to light though lately.
The agitating people of Nagmandir village under Rupa Police station in West Kameng district today got hold of four SSB personnel suspected to be involved in rape and murder of one Dolly Chetri on July 8 last. The villagers found the brutally abused body of Dolly on July 9, sources said.
The villagers got hold of the SSB personnel as they were leaving the area despite police intimation not to move. They also identified one of the SSB personnel today who was allegedly seen offering money to a woman in exchange of sex.
Sixty personnel of 38 Bn SSB had reportedly erected their camp at Nagmandir while on their way to Tawang from Debennagar, Tezpur on July 8.
The OC Rupa Police station had already written to Commandant of 38Bn SSB asking him not to transfer or let any one of the 60 personnel move out of Nagmandir area. The investigating agency has already collected the semen sample from the body of Dolly for DNA test.

ITANAGAR, Jul 25: Reacting sharply to the Press statement of Home Minister Tako Dabi, which was published in local dailies today, The Global Human Rights Organization (GHRO) and Nefa Indigenous Human Rights Organization (NIHRO), in a joint press statement said that there are ample evidences that Late Nguso was brutally tortured before he succumbed to his injuries.
"The witnesses, documentary evidences, photocopies of Nguso’s body clearly reflect injury marks in back side of the deceased. Further, the sign of head injury clearly indicates that the person died due to police torture. Even handcuffed/hands tied marks clearly indicate that the victim was hand tied," the statement said. It also questioned the HM that "Why the victim was first taken to Police Station instead of rushing him to hospital immediately after the accident occurred? The victim’s life could have been saved had police taken him to the hospital for treatment immediately. But alas! it took police two hours for reaching the hospital for his treatment
Both the organizations requested the Minister Home not to defend the erring police personnel involved in the incident without any valid reasons. Such statement on the part of the Minister may again encourage those police personnel to commit the same guilty in future.

APPDSU seeks action against erring police
ITANAGAR, July 25: Angry over Govt’s failure to take action against erring police, All Papum Pare District Students’ Union (APPDSU) has threatened to call indefinite Capital Complex Bandh for fulfilling its demand. Referring to June 20 incident where Dr. Tana Talin Tara was beaten up brutally causing grievous injury by police at Naharlagun Police station, APPDSU questioned the authority of its stand against those errant police.
Had government taken prompt action against those erring cops as demanded by the Union, the incidents involving the death of Tache Nguso would not have happened, APPDSU maintained and demanded the authorities concerned to immediately fulfill its demand as mentioned in the memorandum submitted earlier.

ITANAGAR, July 25: The sleepy Yazali town located few hours drive from capital complex came alive on big screen when a documentary film titled “Yazali: Ballad Of Existence”, was screened in the Saturday Cinemaghar show at E&K’s restaurant, Naharlagun organized by the Centre for Cultural Research & Documentation (CCRD) yesterday.
This 26 minute documentary film depicts the story of a small town Yazali situated
in the Lower Subansiri district. Movie highlights the importance of Yazali town
for the very existence of Nyishi Society. The film also depicts about Yazali that
used to be in the past before construction of Ranganadi phase-

documentary expressed that the local people will be left with no option but to go
back to their primitive way of living in the mountainous areas practicing the same

They say that they are not completely against the development but that should not be at the cost of extinction of the tradition, culture and people of the land. The documentary also revealed that the local people were promised to provide free electricity supply and other facilities but after the completion of the dam the authority forgot everything. The striking point of the film is that it also reflects thinking and opinion of the people of what lies ahead in their future.
The screening was followed by brainstorming discussion session and Souparna Lahiri who had conceptualized the documentary answered to the queries put to him by the audiences regarding the making of the film and impact of the construction of the dam in the state. He also informed that the documentary was shoot in seven days outdoor shooting. The film has been directed by Tapas Majumdar and Indrajit.
SSA teachers deserve their share of respect

ITANAGAR, July 25: Sarva Shiksha Abhiyan(SSA) teachers are the most vilified group of people in Arunachal. From minister to ordinary citizen everybody does not mind taking pot shot at SSA teachers whenever talks centre around poor education scenario of the state. They become soft target and citizen tends to blame them for every bad thing happening with education sector.
It’s very easy to find fault with SSA teachers but before criticizing them we have to try understanding under which traumatic circumstances they perform their duty. With salary lower than even that of security guard, SSA teachers often struggle for motivation. It’s quite natural everybody work hard where return is good and it’s shame on the part of citizen to expect them to give their best without being paid properly. They also have families to look after and often delay in payment makes life miserable for these helpless SSA teachers.

Further he added, “Often people mock at us when they get to know that we are SSA teachers. Government officials also never give us serious hearing whenever we complain to them about irregularities in disbursing of our salary. Despite working so hard we are being treated like second class citizen and this really hurt us. Why one target SSA teachers only for all mess, why nobody says anything about those regular teachers.”
Even at work place SSA teachers often complain about being forced to put extra hours of work. But nobody takes note of their effort and if they commit even a minor mistake people make big fuss out of it. “Last year I was absent for some days as my father was admitted at a hospital. When I arrived at school after some days, I got to know that some other teachers and public had complained against me. Officials almost suspended me on the basis of their complaint without bothering to know the cause of my absence, “told another SSA teachers. Also majority of the SSA teachers are posted in the most interior districts of state and are staying there without proper basic amenities. “I share room with three more teachers. There is no privacy and virtually we live like labourers. We are the most neglected section of society who work zealously without concerning about any monetary gain,” said another SSA teacher.
Another aspect which hurt SSA teachers is when people doubt their integrity. Just because some of the teachers are not regular in carrying out their duty, people think all SSA teachers are same. “We agree that there are some teachers who are irregular in attending duty and are busy in looking for contractual works. But all are not same, for many SSA teachers job is the only source for running their family and so they are true to their duties. Constructive criticism is always welcomed but negative criticism of SSA teachers is going too far,” explained a middle aged SSA teacher. Instead of making fun out of these SSA teachers, civil societies should come out and support them. May be every major civil society group and NGO should institute an award for best performing SSA teachers to boost their confidence.
‘Unplugged Night’ to rock Itanagar
ITANAGAR, July 25: In order to promote local talents in the field of music and cultural activities, Mascot Network Society (MNS) is going to organize another attractive event, titled, ‘Unplugged Night’ at Siddhartha hall, Itanagar on July 30.
Bands like ‘Hellgate’, ‘Far Cry’, ‘The Methods’ from state capital Itanagar will perform and also many individual artiste and musicians will take part in the programme and play acoustic guitars and violins.

of Rs.79 crore has been approved during 2009-
The statement further said the Ministry for Civil Aviation has also approved the setting up of three Greenfield airports to improve the air connectivity in the North eastern region.
Apart from Itanagar green field airport in Arunachal Pradesh, the other two are Pakyong in Sikkim and Cheitu in Nagaland’s capital Kohima.
The one at Pakyong in Sikkim is under construction at cost of Rs 264 crore, the statement said.
In the meantime, the viability gap funding to Alliance Air for providing air services in the North Eastern Region has also been approved for the years 2010 and 2011 at a cost of Rs 94.14 crore, the statement said.

In the public interest !
Dear Editor,
The recent incident relating to Late Jumchi Nguso has brought out a sordid and gloomy picture of the state of affairs in Arunachal. What’s wrong with the system and why are such things happening here, to the state once called the most peaceful in India. If we see the trend in which the state is marching forward, the reasons for such incidents are not far to understand.
In the state some sections of people have become rich within a short span of time by any means and after they acquire the wealth become far superior to the other citizens and they dictate the system, the way they want it. No prize for guessing who they are. The short cut method in which they become rich makes them heartless and visionless, as in place of heart cash are stuffed with and their brains are filled with intoxication of political power and ego. Ever heard of vision for Arunachal Pradesh for the next five years, ten years, twenty years etc. from anyone? And you know the answer.
There is a systematic rot in the system and in every Govt. department of the state. The bureaucrats, technocrats and other Govt. officials have become puppets and are always mute spectators to each and very decisions and actions of the khadi clads. There is not a single department that is not interfered by them for selfish purposes, anyone if oppose it or does not act to their dictates are transferred to a far and difficult places and they term it “In the larger public interest” and in fear of this larger public interest the officials want to be posted in a lucrative place. Itanagar and Naharlagun are one of such lucrative places for police officials and their posting in these places have always been as per the wishes of the khadi clads. After getting, posting in such places they become fearless as they are under protective umbrella and start extracting quick bucks as time would run out any time. The ultimate sufferers of all these acts are the “Larger Public” whose interest goes to dust. Here, I hasten to add that the police department of the state is one of the most neglected departments as the police except for providing security (to them) and arresting and beating public, it serves no public interest.

Imagine the quality of students that are being groomed up. Ever heard, a single teacher taking class of 1 to 5 in a single room? This is happening in the state in the public interest. The students are forced to pass out from these schools, as no teacher wants to take the blame for poor results of their school.
In the public interest of Arunachal many Ngusos would part with their life, many meritorious students would become unemployed, the percentage of works department would go on increasing and you will get polls without electricity. Lastly wait for the next ten to fifteen years for the students of villages to flood the capital complex with their degrees.

Apropos the editorial "Protection against sexual assault"( 22 July), the regular sexual atrocities on children reflect India in an extremely poor light. A society is best judged by the way it treats its children community and India has drastically failed on this count. Sexual atrocities against defenceless children have emerged as the order of the day. These beastly incidents not only result in termination of innocent budding lives, but even those who survive the ordeal get psychologically shattered forever.

State University: need of the hour to accommodate ever increasing aspirants
Dear Editor,
Since 1984, Rajiv Gandhi University (RGU) has been catering to the need of higher education of people of Arunachal Pradesh and it is still serving the purpose at best and will provide service to the state forever; there is no doubt about it. But it seems Rajiv Gandhi University is unable to give opportunity to all higher education aspirants due to limited number of seat available. Time has come to establish another university to share the responsibility of providing higher education to people of Arunachal Pradesh.
Every year admission process in the RGU tell a very sad story. All departments of RGU have limited seats to offer. Student applies to each department for regular course are increasing with each year. Just as an example, this year, twenty seats each in department of Botany and Zoology were offered but there were fifty four and sixty five applicants respectively. Also, in Political Science and History department fifty seats each were offered and applicants were more than 200 in each department. Approximately only 25% aspirants get the opportunity to undergo the PG courses in RGU. Similar type of scenario was there in each department. Leave alone the pass course student, even some honours student with 1st class could not get the chance. Moreover, the conversion of Rajiv Gandhi University to central university also proved a depriver for the APST student. Being centrally funded institute, central reservation rules apply in admission.
Now the big question is where this unfortunate student will go? May look chances
to study outside the state -
When ponder upon the problem, the easiest thing that can be done is, increase the seats in lone university RGU. But there is technical problem, the problem is every institute have carrying capacity, the increase of seat beyond the carrying capacity will again deteriorate the quality of education. Anyway, the increase of seat cannot be a long term solution.
The best possible remedy of the malady is seemed to start a one State University as soon as possible. The establishment of another university in state will suffice the present higher education demand in the state. Another option, if the government is unable to establish an independent state university, one old college like Jawaharlal Nehru College, Pasighat can be converted into a university or covert some colleges into PG College. The state government can also invite reputed educational organisation to establish university in the state. However, the establishment of New University by state government is the best option. It will cater the need of APST students and simultaneously, it will be succour to numerous NET/JRF/Ph.D qualifiers and other unemployed youth in the state.
As of now, taking the account of increasing aspirants for higher education, another university is the need of the hour; otherwise it will impede the production of quality human resources in Arunachal Pradesh.

DC’s initiatives deserve appreciation
Dear Editor,
The recent initiatives taken by Kurung Kumey DC Bidol Tayeng who is also District Project Director SSA, District Mission to improve the education scenario in the district by giving directives to all teaching staffs specially SSA teachers to stay at their posting places and adopting ‘no pay no work’ policy deserve appreciation from all quarters. Ii is, indeed, a right step to set the education system of the district to its right track. It is seen that most of the schools which were defunct are now functioning smoothly. We should cooperate with the initiatives taken by the DC to bring out some changes in the education sector so that the district may not be lagged behind in the field of education.
I would like to appeal to the teaching community to work with utmost sincerity, dedication and with a missionary zeal to impart quality education to the students otherwise the very purpose of engaging SSA teachers in the district would be defeated.
It is astonishing to learn that the SSA teachers, serving in various far-
The very spirit of imparting knowledge by these dedicated teachers to students will greatly be demoralized if their payments are not released on time. It’s natural that they are likely to stay out of station for want of food items.
Last but not the least, I would also like to request the state govt to regularize these teachers under SSA in a phase manner so that the feeling of job insecurity could be removed from their minds. After all, they are our own people whose family and parents have great expectations on them.

NABARD to hosts workshop
ITANAGAR, July 25: NABARD, Arunachal Pradesh Regional Office in collaboration with NGO partners is hosting a workshop at Itanagar on July 26.
The workshop is being organized to deliberate on various issues and challenges of developmental programmes in order to intensify the SHG movement, Farmers Club Programme and various skill development initiatives under the aegis of NABARD. The workshop will also seek the views of NGOs on achieving the objectives of Millennium Development Goals (MDG) of United Nations in which India is a signatory.
